  2. The Prospective Country Evaluation (PCE) is an independent evaluation of the Global Fund commissioned by the Global Fund's Technical Evaluation Reference Group (TERG). The PCE is designed to evaluate how Global Fund policies and process play out in country in real time and provide high quality, actionable, timely information to national program implementers and Global Fund policymakers. This report describes the PCE establishment in the Democratic Republic of the Congo (DRC), progress to-date, and highlights early findings with a focus on the funding request and grant-making stages.

The Prospective Country Evaluation (PCE) is an embedded mixed-methods evaluation platform designed to examine the Global Fund business model, investments, and contribution to disease program outcomes and impact in eight countries. The PCE generates timely evidence to support program improvements and accelerate progress towards the objectives of the Global Fund 2017-2022 Strategy.This report presents findings synthesized across six of the eight PCE countries in 2017 and describes the overall PCE design, progress, and early findings, with a focus on the funding request and grant-making stages. Key themes explored through this report included an exploration of how Global Fund business model is implemented in-country and the translation of Global Fund strategy and policy in-country.

  5. The Global Health Cost Consortium (GHCC) was launched in 2016 to provide decision-makers with improved resources to estimate the costs of HIV and tuberculosis (TB) programs. To tap into a diverse group of stakeholders, GHCC was formed as a global network of organizations and individuals involved in HIV and TB costing and economics.The formation of this network is only one step towards ensuring its effectiveness. Timely and relevant information transfer and collaboration require the GHCC network to include the right people, with the right connections. This report details the results of an evaluation of the GHCC network and its suitability for achieving its aims.
