  2. The Prospective Country Evaluation (PCE) is an independent evaluation of the Global Fund commissioned by the Global Fund's Technical Evaluation Reference Group (TERG). The PCE is designed to evaluate how Global Fund policies and processes play out in country in real time and provide high quality, actionable, timely information to national program implementers and Global Fund policymakers. This brief presents findings from the PCE in Uganda assessing the role and function of partnerships in the 2017 Global Fund application process. It was prepared by the Infectious Diseases Research Collaboration (IDRC), Uganda and PATH, USA, in collaboration with the Institute for Health Metrics and Evaluation (IHME) at the University of Washington, USA.

This report describes the PCE establishment in Guatemala , progress to-date, and highlights early findings with a focus on the funding request and grant-making stages.

This report provides an overview of the PCE platform establishment in Uganda, progress to-date, and highlights early findings from the initial evaluation phase covering October 2017 to February 2018, which focused on the funding request and grant-making process for Global Fund's 2017-2019 application cycle.
