  4. The Prospective Country Evaluation (PCE) is an independent evaluation of the Global Fund commissioned by the Global Fund's Technical Evaluation Reference Group (TERG). The PCE is designed to evaluate how Global Fund policies and processes play out in country in real time and provide high quality, actionable, timely information to national program implementers and Global Fund policymakers. This brief presents findings from the PCE in Uganda assessing the role and function of partnerships in the 2017 Global Fund application process. It was prepared by the Infectious Diseases Research Collaboration (IDRC), Uganda and PATH, USA, in collaboration with the Institute for Health Metrics and Evaluation (IHME) at the University of Washington, USA.
