  5. The Prospective Country Evaluation (PCE) is an independent evaluation of the Global Fund commissioned by the Global Fund’s Technical Evaluation Reference Group (TERG). The PCE evaluates how Global Fund policies and processes play out in country in real time and aims to provide high quality, actionable and timely information to national program implementers and Global Fund policymakers. The PCE is implemented by IHME and PATH in the DRC.This report describes key findings from early implementation of the newly approved grants from January–November of 2018.
