Championing primary health care alongside Kenya's first ladies

PATH partnered with Kenya’s County First Ladies Association to improve the health and well-being of women and children across the country.

The Kenya County First Ladies Association (CFLA) has launched a new strategic plan for 2025–2028, reaffirming its unwavering commitment to fostering the health, well-being, education, and empowerment of women, children, and underserved populations across Kenya.

Speaking at the launch in Nairobi on June 26, 2025, CFLA Chair H.E. Alamitu Jattani described the strategic plan as a bold call to action, urging all partners to unite in building counties that embody dignity, create opportunity, and deliver lasting progress.

The CFLA—a unified body of the spouses of Kenya’s elected county governors—leverages its members’ collective influence and solidarity to champion impactful advocacy, drive community empowerment, and advance sustainable development at the county and national levels.

PATH is proud to have supported the development of the new strategic plan, which outlines CFLA’s intensified efforts in critical areas, including health and well-being, economic empowerment, nurturing care and early childhood development, mentorship and leadership development, gender-based violence prevention and response, primary health care, environmental sustainability, and the strengthening of CFLA’s institutional capacity.

As a global health partner and health advocate, PATH is especially proud of the strategic plan’s strong focus on health equity, with directed efforts toward:

  • Bringing health services closer to people through partnerships and investments for strong primary health care systems.
  • Supporting mothers and children with family planning, vaccines, and better nutrition.
  • Raising awareness and improving care for cancer and noncommunicable diseases.
  • Improving sexual and reproductive health policies and access for young people and underserved communities.

Elevating CFLA’s advocacy and influence

For more than a decade, PATH’s Center for Advocacy and Policy has partnered with local advocates and institutions to build strong, sustainable advocacy ecosystems by supporting the development of effective, context-specific strategies grounded in local insights and a deep understanding of how change occurs across different levels of society.

In 2023, with both financial and technical support from PATH, the development of the newly launched strategic plan included the comprehensive evaluation of the CFLA 2020–2023 Strategic Plan, thorough consultations with current and prospective partners, and in-depth internal discussions with the First Ladies.

This inclusive approach ensured the creation of a strategic framework that is both deliberate and responsive to emerging needs.

Building champions for health advocacy

A cornerstone of this strategic development process was PATH’s commitment to cultivating advocacy champions who would drive the agenda for adequately resourced, people-centered primary health care systems at both the county and national levels.

In early 2023, PATH facilitated an advocacy-strengthening workshop guided by PATH’s 10-part framework for advocacy strategy development for the County First Ladies. This capacity-building initiative aimed to support the development and implementation of advocacy strategies on health priorities and aligned with the First Ladies’ interest in becoming health advocacy champions.

This training was instrumental in ensuring health was included as a key result area in the CFLA 2025–2028 Strategic Plan.

Sustainable partnerships for lasting impact

PATH’s partnership with CFLA extends beyond the development of the current strategy and advocacy training.

Since 2018, PATH has supported CFLA in various activities, including the development of the CFLA 2020–2023 Strategic Plan.

This partnership has included support for advocacy on maternal and child health programs as part of the larger national Beyond Zero Campaign. In partnership with the Kenya Lake Region Economic Bloc and other partners, PATH has also supported initiatives around nurturing care.

Additionally, the partnership has featured work on advancing primary health care in select counties, as well as community mobilization for essential services.

Looking ahead

As CFLA charts a bold course for the next four years, the 2025–2028 Strategic Plan is a testament to what is possible through visionary leadership and strategic collaboration. PATH is proud to have played a pivotal role in developing this roadmap and building capacity to amplify the voices and influence of Kenya’s County First Ladies.
